John Paul is a Clinical Professor in the Department of Health Policy and Management. Dr. Paul teaches extensively in the department’s residential and distance (Executive) Master’s degree programs. Courses include:  Leadership Management in Healthcare Organizations; Strategic Management; Business Planning for Health Care Organizations; and Health Care Program Evaluation.

He is chair of the HPM Committee on Educational Excellence and Innovation which has the goal of strengthening the department’s teaching approaches and use of technology in the classroom.

Prior to joining UNC-CH, Dr. Paul was a Vice President at RTI Health Solutions, a pharmaceutical industry consulting firm. He also served as U.S. Director, Global Health Outcomes, at GlaxoWellcome plc, and was Director of Clinical Economics for the GlaxoWellcome Care Management Division. As a Senior Health Services Researcher at RTI International, Dr. Paul led Patient Outcome Research Team (PORT) studies, as well as both Federal and state Medicare and Medicaid capitation studies.

In addition to his experience in the U.S. public and private sectors, Dr. Paul has extensive experience with health care issues faced by resource-constrained countries in Africa and Asia, initially as a U.S. Peace Corps Volunteer and subsequently through projects such as the USAID-funded Water and Sanitation for Health (WASH) project. He also served as Editor-in-Chief of World Health & Population for eight years.
